LockRecord

Locks a portion of a file

`fh`		File handle for the file to lock a record of
`offset`		Starting position of the lock
`length`		Length of the record in bytes
`mode`		Lock type (REC_*) For the IMMED modes, the timeout is ignored.
`timeout`		imeout interval in ticks (1/50 seconds). 0 is legal.

Lock a portion of a file for exclusive access. A timeout may be specified which is the maximum amount of time to wait for the record to be available.
