Unlocks the Dos List

Unlocks the access on the Dos Device List. You must pass the same flags you used to lock the list.

AttemptLockDosList		Attempt to lock the Dos Lists for use
LockDosList		Locks the specified Dos Lists for use
Permit		Permit task rescheduling.
