Construct a URI from a filename.

`Filename`		Filename to construct URI from.
`Encode`		True if invalid Path characters in FileName are encoded (escaped) in the URI.

file: protocol URI.

FilenameToURI takes Filename and constructs a file: protocol URI from it.
