TBasicAction.Create

Creates a new instance of a TBasicAction class.

Create calls the inherited constructor, and then initializes the list of clients controls (or action lists).

Under normal circumstances it should not be necessary to create a TBasicAction descendant manually, actions are created in an IDE.
