TryModifiedJulianDateToDateTime

Convert a modified Julian date representation to a TDateTime value.

`AValue`		Modified Julian date to convert.
`ADateTime`		`AValue` as a `TDateTime` value.

True if the conversion was successful, False if not.

Not yet implemented.

Currently, trying to use this function will raise an exception.

ModifiedJulianDateToDateTime		Convert a modified Julian date representation to a `TDateTime` value.
